GOALS
To achieve a desired result a goal must be articulated and agreed to before progress can be made. The following goals have been selected for the conservation of the tree resources of the Valencia Homeowners Association. Discussion of the goals appears in the following section.
Listing order does not indicate priority.
1. Establish and maintain optimal tree cover.
2. Maintain trees in a safe and healthy condition through appropriate cultural practices.
3. Establish and sustain optimal levels of tree age and specifies diversity.
4. Promote conservation of community tree resources.
5. Select trees suitable for appropriate planting sites.
6. Situate and maintain trees to minimize tree hazards, damage to structures, hardscape and utilities, and maintenance costs.
7. Reduce the potential negative impacts from wildfire by appropriate species selection; location, spacing, and cultural practices.
8. Reduce the volume of green waste generated and the amount of green waste disposed of off-site.
9. Foster resident support for the Association's Community Forest Management Plan.
10. Facilitate the resolution of tree-related conflicts.
11. Promote efficient and cost-effective management of the Association's trees.
12. Establish the management of all Association trees under the Landscape Committee to ensure adherence to the Community Forest Management Plan.
13. Establish and maintain budget funding consistent with achieving the goals of
the Association's Community Forest Management Plan.
After these goals have been accepted by the Valencia Homeowners Association a
Community Forest Management Plan will be developed based on the goals.
"Goals" ,for the purposes of this plan, are defined as the -general intentions or the
philosophies that reflect the desire of the Association relative to the conservation of its
tree resources.
"Objectives" are defined as specific targets, or measurable time-line events to
achieve stated goals.
"Policies" are defined as procedures or guidelines for daily operations. Policies will
make up the major portion of the Community Forest Management Plan.
The Community Forest Management Plan will contain policies consistent with meeting
objectives and objectives consistent with achieving goals. It is intended that this plan
be dynamic and have appropriate revisions over the longest term of the objectives.
